Since its establishment, Apotheker has implemented a range of activities in Pharmaceutical sector in Tanzania and other African countries.  Apotheker has been a local subcontractor for Management Sciences for Health, implementing assignments related access to medicine through private sector in Tanzania, Uganda, Liberia, Nigeria, Zambia and Bangladesh. Many of the assignments were focused on the private pharmaceutical sector working with Accredited Drug Dispensing Outlets (ADDO) and private Pharmacies in Tanzania and similar drug outlets systems in the other mentioned countries. Activities supported by Apotheker include development of regulatory standards and processes for private retail pharmaceutical outlets, assessments and stakeholders’ engagements on medicine access in public and private sector. Apotheker has also participated in development of training and training needs for dispensing staff in ADDO and other retail pharmaceutical outlets.

Dr. Romuald Mbwasi

Executive Officer

Dr Romuald O.J. Mbwasi is a pharmacist and holds a PhD in Pharmaceutical Technology from Technical University Carolo - Wilhelmina Brausnchweig West Germany. He worked as a Technical Manager at Keko Pharmaceutical Industry, the Chief Pharmacist Ministry of Health and Social Welfare, Country Director and Senior Technical Advisor for Management Sciences for Health in Tanzania. He saved as Country Director and Senior Technical Advisor for Management Sciences for Health in Tanzania where he led the successful ADDO program design, pilot and scale up in Tanzania. Dr Mbwasi has carried out several consultancy works with MSH, USAID, UNICEF, World Bank, DANIDA, PATH International and may other organizations. He was the Chairman of the Pharmacy Council of Tanzania and a Board Member of National Bureau of Standards (TBS). He is current a member of the National Antimicrobial Resistance Standing Committee and a Senior Lecturer in Pharmaceutical Services and Supply Chain Management at St John’s University.


Dr. Angel Dillip 

Director of Projects

Dr. Angel Dillip is a sociologist and epidemiologist with diverse academic and field experience in public health research. She holds a PhD in Epidemiology and Public Health from the University of Basel, Switzerland. Angel has been well involved in project designing, management, as well as monitoring and evaluation of public health programs. She has extensive experience in the health system and community research focusing on access and quality with particular attention to impact evaluation. Dr. Angel has worked as a Research team leader in a number of projects implemented by Ifakara Health Institute. She has also conducted a number of evaluations in ADDO program implementation. She is the current Project lead for the Afya -Tek project. 


Mr. Gaudens Mliga

Finance & Operations

Gaudens serves as Finance and Operations Manager of Apotheker responsible for all administrative and finance management issues. Gaudens is a Certified Public Accountant and also holds a degree Geology and before joining Apotheker he worked as Finance and Administration Manager; JHPIEG Tanzania and CONACO Tanzania (East Africa Metals Inc-Canada).


Ms. Jackline Mashauri

Field Supervisor

Jackline serves as Afya-Tek field project supervisor responsible for supervising all field activities in the project areas. Jackline holds Master degree in Business Administration, major (HRM), Bachelor degree in Social Work and Diploma in Gender Issues in Development. Before joining Apotheker, she worked with Energ4Impact as Regional Business Mentor, Mabughai College- Assistant lecturer, Care International -Gender Specialist, CARITAS Tz and DONET as Project Coordinator.


Dr. Suleiman Kimatta

Senior Technical Advisor/ 
Maternal & Child Health

Dr. Suleiman Kimatta has been the Country Representative for Management Sciences for Health (MSH) in Tanzania from 2012 to 2018. He has worked on Tanzania’s ADDO program since 2006 As a maternal and child health specialist, Dr. Kimatta has particularly worked to incorporate components of Child Health, TB case identification, Antimalarial ACT distribution and referral system in ADDOs.

Dr. Kimatta worked as a UNICEF project health officer on IMCI, the expanded program on immunization, nutrition, and malaria. In this capacity, he helped implement IMCI at the facility and community levels. He has organized and conducted trainings on IMCI for senior health professionals inside and outside Tanzania. He worked as the regional medical officer Mtwara region. Dr. Kimatta received his Doctor of Medicine and Master's degree in Pediatrics.

Mr. Jafary Hassan Liana

Senior Technical Advisor Pharmaceutical Services

Jafary Liana is a Pharmacist Registered with the Pharmacy Council of Tanzania with experience in Pharmaceutical Sector in Tanzania particularly in managing private sector programs related to access to essential medicines in the Country. He also bears experiences in the Pharmaceutical business in Tanzania working with Private sector retailers and suppliers. Jafary has served as a Senior Technical Advisor for Management Sciences for Health (MSH) Tanzania responsible for supporting government efforts on scale up and sustainability of the ADDO program in Tanzania through the East Africa Drug Seller Initiatives (EADSI) and Sustainable Drug Seller Initiative (SDSI) which provided technical support to Tanzania Food and Drugs Authority and Pharmacy Council of Tanzania on the scaleup and maintenance and sustainability of the Accredited Drug Dispensing Outlet (ADDO).  Jafary holds a Degree in Pharmacy.

Ms. Khadija Fumbwe

Human Resources & Operations Officer

Khadija serves Apotheker as Human Resource and Operations Officer supporting the FOM on matters related to finance and administration but also coordinating all matters pertaining human resource. Khadija holds a degree in in Arts and Mass Communication and a Post Graduate Diploma in Management of Foreign Relations.

Ms. Fatma Mahmoud

Project Coordinator

Fatma serves as Afya-Tek communications, logistics and events coordinator and is responsible with co-ordinating various media, social media, project logistics and organizing various project events. Fatma holds a degree in Business Information Systems.
